Looks like you are facing the same issue as http://forums.adobe.com/thread/1346511?tstart=0 - Air is not supported on galaxy tab 3 10.1, since it is an intel based device, atleast that is my understanding. We are waiting on a response from Adobe on this one, and a number of folks are in the same boat as you are, so I hope adobe has something to add here!
