I face the same problem with a Samsung Galaxy Tab 3 that we bought in December. But we also bought one in November, same model also Intel-based and we had no trouble installing Adobe Air on it and publishing from Flash on the tablet so I don't think this problem has to do with Intel. Otherwise it wouldn't have worked on the previous one.
